It may be to support medium/long lengths of timber or pipe.

My plumber has a twin cab Ranger and uses a single roof rack to secure 2.5metre lengths of copper pipe, the other end sits in the rear of the tub .

we doing u p plenty of mine vehicles at work at present all with one bar on the roof, so i didn’t worry about it

I think even well optioned cars tend to command only a small premium over a similar lesser-optioned car. Maybe these options cost $10k, but they won’t be worth $10k in 5 years.
